The Swedish Act to establish the Office of the Childrens Ombudsman
"Section 1
The Childrens Ombudsman has the task of observing matters relating to the rights and interests of children and young persons. In particular the Ombudsman shall observe the compliance of Acts of the Riksdag, other statutory instruments and implementation of the same with Swedens commitments under the United Nations Convention on the Rights of the Child.
"Section 2
The Childrens Ombudsman is assisted by a special Council. The Ombudsman is Chairman of the Council and directs its activities. The Ombudsman and other members of the Council are appointed by the Government for a specified period.
"The Act enters into force on 1 July 1993".
Standing instructions expand on the Ombudsmans duties:
"Within the scope of its responsibilities, the Office of the Childrens Ombudsman shall:
1 initiate measures for asserting the rights and interests of children and young persons;
2 represent and support children and young persons in public debate;
3 propose to the Government the legislative changes or other measures needed in order for the rights and interests of children and young people to be provided for; and
4 initiate the co-ordination of public measures of prevention in the context of child safety.
"The Office of Childrens Ombudsman shall devote special attention to questions relating to children and young people at risk.
"The Office of the Childrens Ombudsman shall in the course of its activities maintain contacts with children and young persons and with voluntary organisations, public authorities etc, and shall actively observe research and development work relating to children and young persons.
"The Office of the Childrens Ombudsman shall, not later than 1 October every year, present to the Government a report on its activities between 1 July of the preceding year and 30 June of the current year...".
