HISTORY OF THE OFFICE

Date the office was established The office of the Commissioner for Children’s Rights started operating within the joint UNITED NATION’S CHILDREN’S FUND/RUSSIAN FEDERATION pilot project for 1998/99. Date established: 8 May 1998
Initiator of the Ombudsman office
The Ministry of Labour and Social Development of the Russian Federation and the Administration of the Volgograd Region.
Steps Involved in establishing office
  1. Signing of the joint UNICEF/RUSSIA pilot project on the establishment of the status of the Commissioner for Children’s Rights (Autumn, 1997)
  2. Choosing 5 regions of the Russian Federation where to implement this position.) (Autumn 1997)
  3. Introduction of the position of the Commissioner for Children’s Rights for the Volgograd Region by the by-law of the Head of the Volgograd Regional Administration.
Major changes in structure, focus and activities

-That was the Commissioner for Children’s Rights initiative to participate in court trials when children are involved in any civil suit.

-The Council for Children’s Rights was established in the Administration of the Volgograd Region (it is planned to open similar councils at schools and non-governmental organizations)

-Propaganda and explanation of the essence of the Convention on the Rights of the Child

Legislation establishing the office
The position of the Commissioner for Children’s Rights was set up by the by-law of the Head of Administration of the Volgograd Region, yet the general Law itself is in process of working out. It will be available here as soon as it is finished.
Terms of reference or Mission Statement
The mission of the Commissioner is to protect children’s rights in general as well as any individual child’s rights but without the representation of any individual child’s interest.
