HISTORY OF THE OFFICE
Initiator of the Ombudsman office Parliament (Asamblea de Madrid), with the agreement of all the parties
Steps involved in establishing office
20/03/95 - Act 6/1995, anticipates the creation of an Ombudsperson in Madrid
26/09/96 -Act 5/1996 creating the Ombudsman for Children in Madrid
07/10/96 - Appointment of the first Ombudsman
Major changes in structure, focus and activities since the original formation
There have been no major changes, only the growth of the staff
Legislation establishing office
Law 5/1996, July 8th, "Ombudsman for Children in the Community of Madrid Law".

Terms of Reference or Mission Statement

- Supervision of the actions of the Children Protection Entities, public and private
- Receive and investigate complaints regarding situations which could be dangerous or harmful to children
- Information and Counselling
- Foster changes in procedures and laws, in order to improve the defence of children’s rights
- Formulation of Warnings, Recommendations and Suggestions
- Propitiate the knowledge, divulgation and exercise of children’s rights
