There is not special
ombudsman for childrens rights. Two ombudsmen are engaged in general human rights:
the parliamentary commissioner for human rights and the deputy ombudsman. They are elected
by the National Assembly. According to the division of labour between the two of them,
generally the deputy ombudsman is engaged in childrens rights matters.

The structure was defined in the provisional organizational statutes. Since the
headquarters were received from the government only by 01.01.1996 the number of staff
could be increased stepwise.
